Virginia 4-H Congress June 17-20, 2003 The 83rd State 4-H Congress was held at Virginia Tech in Blacksburg, Virginia from June 17 through 20, 2003. Almost 700 4-H'ers, volunteer leaders, Virginia Cooperative Extension agents, and Virginia Tech and Virginia State University faculty members attended.
