The Virginia 4-H program believes that character education improves the lives of adults and young people involved in such programs. Research shows that character education programs programs can positively change behaviors in young people. One such program is CHARACTER COUNTS!SM The CHARACTER COUNTS! program is sponsored by the Josephson Institute of Ethics based in California. Our Mission To educate and support communities, school systems and individuals that work with youth in the implementation of character education programs in the Commonwealth.
