Dear co-workers:

In our work as youth development advocates, we know that much of our work has positive impact on the lives of those we serve, but do we realize to what extent our work impacts youth? Far too often, we do not receive positive feedback from those who benefit from our labor, be we volunteer or salaried staff; however, most youth are appreciative, but do not often express gratitude.

We are not in the business of going around saying, "Do you appreciate what I am doing for you?" Nor should we be. Our work's focus is on helping youth and adults working with those youth to realize their full potential--becoming effective, contributing citizens through participation in research-based, non-formal, hands-on educational experiences. This is the mission of the Virginia 4-H program. When we do receive a note, a verbal 'thank you,' or a smile from a young person, it warms our hearts to know that we are making a difference in that person's life. When we receive a written letter of thanks, especially from a previous 4-H'er who is doing well in adult life, it makes us realize just how important our work is. I share with you a letter I received recently from a previous 4-H member in the hope that it might inspire you to keep on keeping on. I do remember well this 4-H'er who stated to me that he wants to be Governor of the Commonwealth of Virginia someday. Perhaps he will be:

"Dear Bob: You probably don't remember me. My name is Chip Autry and I was active with 4-H from about 1989-1999 out of Campbell county. I attended summer camp at Holiday Lake, was a central district ambassador from 1996-1997, and was the high ropes instructor at Holiday Lake back in 1999. Anyways through my years of 4-H, especially my year as an ambassador I ran into you quite a few times. I just wanted to thank you for all the time you put in to help me and countless other 4-Hers. I went on to join the army and am currently a Second Lieutenant in the infantry serving in Iraq for a year. I wanted to let you know I thank my years of leadership training in 4-H for shaping me into the man I am today. Thank you to you and those like you willing to put in the time to be a positive influence on the youth of Virginia. Sincerly, 2LT George Autry.

4-H Congress

4-H Congress will be held June 28-July 1 on Va Tech Campus. Exciting workshops, fun, games, and friends will highlight the four day event. Registration is due May 14. To register, complete the Congress Registration Form, Health History Form and the Code of Conduct Form. Virginia 4-H Congress Community Service Project

This year as part of their community service the Virginia State 4-H Cabinet is sponsoring a "Dime Drop" in attempt to become a member in the Virginia State 4-H Foundation's Centennial Club. The Cabinet hopes to eventually raise $10,000 in the coming years in order to help endow the future of the Virginia 4-H program. We are asking each delegate to bring 50 dimes ($5) to be contributed to this important fund. These dimes will be collected at registration and throughout the week of Congress at a central location.

EIN Employee Identification Number for 4-H Clubs

Dr. Cathann Cress, National 4-H Leader, just provided us with this most recent update. Please read this carefully and inform your folks of this ruling.

4-H Clubs and affiliate 4-H organizations are exempt from Federal income tax under section 101(6) of IRS Code of 1939, which corresponds to section 501(c)(3) of IRS Code of 1986. Based on the still valid IRS ruling of February 9, 1973, donors may deduct contributions to 4-H Clubs and affiliate 4-H organizations as provided in section 170 of the 1986 Code.
To obtain an EIN number, the 4-H Club or organization needs to submit IRS Form SS-4. In completing the Form under Nature of Business, indicate "4-H Club" or "affiliate 4-H organization" and include the 4-H General Exemption Number - GEN 2704. The GEN, issued by IRS, identifies 4-H entities.

However, the GEN and the EIN are different numbers. The EIN is required when a 4-H Club has more than $10 in interest earned in a year and is required by the banking institution for their reporting with the IRS.

Southern Regional Leaders Forum~Rock Eagle

The 2004 Southern Region 4-H Leaders Forum is scheduled for Thursday, September 30 through Sunday, October 3. This preliminary information is intended to provide registration information, costs, and other basic information you may need. Registration forms may also be found on the Virginia 4-H Volunteer web site located at: http://www.ext.vt.edu/resources/4h/volunteers.html

Theme: The theme for this year's Rock Eagle experience is, "4-H History: In the Making." Since Virginia is known for its history, and is the birthplace of 8 Presidents of the United States, our folks decided that this is an appropriate theme. A logo is included in this mailing.

Registration: EARLY BIRD Registration is open until August 1, 2004 (postmarked by then) with a fee of $175 per person. This covers meals and lodging on-site plus the Virginia 4-H t-shirt for each participant (transportation excluded). August 2-until time of conference, a late fee charge will be added--the cost will be $185 per person. A registration form is included in this mailing. Registration forms and fees should be made payable to the Virginia 4-H Foundation.

Health Forms: EACH participant attending the SRLF must have a health form. Individuals may choose to submit a health form in a sealed envelope marked "to be opened only in case of emergency," but a health form is a must. I have included a health form for your use.

Accommodations: Lodging will be in cabins, with a majority of participants occupying bottom bunks. Linens, pillows, and blankets are provided by Rock Eagle.

Workshops and Funshops: South Carolina staff will select the ones to be offered at this year's Forum.

Accident Insurance: Accident insurance will be provided for each participant and is included in the registration fee.

Trade Items: Each year, participants attending the SRLF begin the Forum by participating in a get-acquainted social time on Thursday afternoon. Participants bring trade items to trade with other participants (pins, homemade items, etc.) Delegates are encouraged to bring small, inexpensive trade items to trade with other delegates. NOTE: please know that these items should be offered in the spirit of friendship, regardless of the recipient having something to offer in exchange. Also, trade items should be in good taste and not to be sexually explicit or contain vulgar or offensive language.

The Planning Committee asks that no individual or state offer items for sale at any time during the Forum, with exception of state curriculum exhibitors and venders who are pre-approved. This is in keeping with previous committee recommendations.

First Timers Orientation: For all 1st Timers attending Rock Eagle, an orientation will be conducted on the first day, Thursday, September 30, 5-6 pm. We are encouraging all first-timers not to miss this great experience.

We are looking forward to hosting another exciting and educational benefiting Forum with super learning workshops, top-notch speakers, opportunities for meeting new people, as well as renewing old acquaintances, and having fun. Virginia 4-H Camping...Training Modules

The State 4-H Office is pleased to announce that the Virginia 4-H Camping On-Line Volunteer Training Modules are now available online at the VCE intranet.

These modules (18 total) are designed for 4-H camp adult volunteers who are unable to attend a face-to-face training. (Completion of these modules can be counted towards the 24-hour training requirement, depending upon the individual volunteer and how long he/she spends on each module.)

Unit faculty/staff and 4-H Center faculty/staff may also use these modules as resources to support unit-based and 4-H Center-based 4-H camp volunteer training.

Model Website for Middle-School

We have much to learn about current approaches to producing educational websites for kids. The following one includes a great variety of fun experiences and is simply full of ideas we might adapt for some of our project websites.

The Science News for Kids web site targets a middle school audience and archives a variety of science stories including topics on agriculture, earth, environment, dinosaurs and fossils, space and astronomy, weather, and more. There is also, a weekly brainteaser for those who enjoy solving and inventing puzzles (PuzzleZone), entertaining science-fiction composition exercises for those interested in writing (SciFiZone), and weekly science fair profiles and tips (ScienceFairZone).

The GameZone contains a small selection of logic and memory games, implemented as Java applets. The TeacherZone has materials, some related to the feature article of the week, so that teachers can bring science news topics to the classroom. The LabZone features a weekly hands-on activity

Block & Bridle Competition Results

For your information are some statistics relative to the recently-held contests which were sponsored by the Block and Bridle club for FFA and 4H members. These 4 contests are held on just 2 weekends, the 3rd and 4th weekends in March. These events reached a total of 1072 contestants this year. A tremendous amount of planning and work goes into a successful completion to these activities. Everyone involved did a great job. Congratulations!

April Is Financial Literacy Month

The U.S. Senate has designated April 2004 as "Financial Literacy Month" to raise public awareness about the importance of financial education in the United States and the serious consequences that may be associated with a lack of understanding about personal finances. A variety of organizations have planned activities and events during April to promote financial literacy.

2004 Citizenship Washington Focus

Citizenship Washington Focus 2004 will be held at the National 4-H Center in Chevy Chase, Maryland, July 11 -17, 2004.

The cost to attend this year is $830. This cost covers the one week stay at the National 4-H Center (food and lodging is included), the bus rental and driver fees, and an evening at Toby's dinner theater. The cost increase this year is a reflection of the increased cost charged by the National 4-H Center, the bus fees, and fewer attendees in the past to adequately cover all costs for the trip. If more 4-Hers can attend this year (at least 15 to 20), the cost may possibly be reduced. The trip is expensive, but well worth it! It is an outstanding experience for 4-Hers! Applications are due ASAP.

Host Families Needed for 4-H International Programs

The VA 4-H International Exchange Program has two Future Leaders Exchange Program (FLEX) high school delegates needing Host Families for the '04-'05 school year. Hosting Dates are approximately mid August 2004 to mid June 2005. We have both a male and female student. Read about them below. These delegates have been through a rigorous qualification and interview process and have been accepted from thousands of applicants. Previous experience with FLEX delegates are that they are very bright, well behaved and with excellent English skills.

While it is ideal for the host family to have a child of similar age, it is not required. We are looking for caring families that are interested in giving an international student a once-in-a-lifetime experience living in America.

New Character Education and Civic Engagement Website

The U.S. Department of Education's Office of Safe and Drug-Free Schools has unveiled a new web site for the Character Education and Civic Engagement Technical Assistance Center (CETAC), called CETAC Online. The site provides state program administrators, local educators, and the public with information about character education and civic engagement programs, as well as strategies that support academic goals and other reform efforts. It also will provide support and information for and about schools involved in character education and civic engagement across the country, officials said. The site contains publicly accessible information about legislative changes and news and events, as well as publications on character education and links to resources of interest to the field. "This new web site is an excellent tool for educators, parents, and the community across the nation because it provides significant information and resources on character education and civic engagement--two key components in the historic No Child Left Behind education reform law," U.S. Secretary of Education Rod Paige said in a statement announcing the online resource. http://www.cetac.org (Joseph R. National 4-H Wilidfe Habitat Evaluation Program July 28, 2004.

This is the first National 4-H contest to be held in Virginia, and it is important for us to show how committed Virginians are to our 4-H youth.

Virginia has been competing in the National WHEP event for at least ten years and has been treated to impeccably planned events that have had the support of many state and regional agencies, as well as the community at large. We have gone to states like, Kansas, Idaho, Wyoming, Tennessee, Texas, Ohio and New Mexico. In each locale, our teams have learned about diversity in environment and customs.

Our event has been in the planning stages since 2001. It will attract senior age, state level 4-H champions from twenty-five to thirty states. We would like to reciprocate the generosity of states who have invited us to participate in their National contests. We have been successful in our fundraising, and have almost met our goals. To put us over the top, we are asking for the help of 4-H'ers from across the Commonwealth.

Here is our proposal to you:
4-H'ers Connecting Counties for Wildlife

By having 4-H members from across the state help sponsor the event, we will be showing the nation how much 4-H'ers care about not only 4-H programs, but also their environment.

Help Needed for National WHEP Invitational

Virginia has the rare opportunity of hosting a national 4-H competition this summer. And we could use your help! The National 4-H Wildlife Habitat Evaluation Program Invitational will be held from July 28th to August 1st at Virginia Tech. The annual WHEP Invitational is more than just a national contest - it includes a variety of educational experiences for the 4-H teams and theirs coaches from all across the USA. As the host state, we have a number of logistical and other responsibilities that require volunteer manpower (womanpower too!). Staff Development Opportunity

Improving and creating Master Naturalist volunteer training programs in natural resource conservation and education: A planning and training workshop"

The workshop will take place the week of August 17-20, 2004 at the US Fish and Wildlife Service's National Conservation Training Center (NCTC) in Shepherdstown, West Virginia. Please mark your calendars now, if you are interested. The cost is $65/day/person (for the 3-4 day stay), and would include your lodging and all meals. The cost of the workshop registration itself, as well as some of the lodging expenses are provided for by Texas Parks & Wildlife Department and Texas Cooperative Extension. In addition, a limited number of mini-grants are available to cover travel*.

More detailed information and registration material will be sent out by May 1st and posted on the internet site below. Because late summer and fall are busy times and because registration is limited, we are sending out early invitations for participation. Please contact me to be put you on a tentative attendance list if you would like to participate and I will send you additional details shortly.

Coastal and Rivers Cleanup Day- September 18, 2004

The official International Coastal Cleanup (ICC) date for 2004 is Saturday, September 18, although the "window" is actually all of September and October. The Cleanup is the world's largest volunteer effort to collect data on litter and trash in the aquatic environment! ICC events are held on the coasts, AND inland, since inland litter often ends up in our oceans. During the ICC, volunteers not only make our waterways safer and cleaner, but they also collect valuable data that are critical as we strive to reduce the amount of litter and debris in our water. Schools, parks, businesses and everyone interested in a cleaner environment can participate in an ICC cleanup event this September or October. Extension Agent GPS Program

This is an outstanding opportunity too good to miss. In addition to the lab kit mentioned below, we will soon have 4-H kits of 20- 24 GPS units in each District, including southeast and northeast, to support your local 4-H programming. Many of your colleagues have been using GPS for several years now with phenomenal success and interest from schools, clubs, after-school and at-risk programs. GPS is a technology that opens the door to GIS and other skills. Think of this as a WORKFORCE DEVELOPMENT opportunity for youth. Register today!! (Jeff Kirwan)

The Virginia Geospatial Extension Program is pleased to announce The Extension Agent GPS Program. Through the Extension Agent GPS Program, every extension unit will receive a Garmin Legend GPS receiver and supporting GPS software (GPS Utility). Hands-on GPS application and software training will be provided to facilitate the capabilities of Virginia's extension community. Each extension unit must send at least one paid staff member to a workshop, in order for the unit to receive their dedicated GPS receiver.

Training will be conducted through several of Virginia's Community Colleges, as well as UVA-Wise and Virginia Tech from 10:00 am - ~2:30 pm on the dates listed below.

In addition to providing GPS receivers and training, the Extension Agent GPS Program has also acquired a GPS Lab Kit. The Lab Kit contains 11 GPS receivers, as well as training documentation. The Lab Kit will be available on a "check-out" basis to support your individual educational and outreach requirements. Additional information about the GPS Lab Kits will be provided at each workshop.

GIS and Wildlife Stewardship

Now you can introduce children to GIS (Geographic Information Systems) while promoting wildlife stewardship. Thanks to the student data mapper project at the University of Kansas, our "Connecting Counties for Wildlife" project is on the web. Youth pledge to donate pennies, enter their zip code, click on "Get Map" and they will see the location of their pledge on a map. Zoom into Virginia and they can see even more detail. The goal is to connect all the counties in Virginia, but we are also receiving pledges from around the country.

Please encourage your 4-H'ers to participate. The National 4-H WHEP Contest is coming to Virginia in just 16 weeks. This is our chance to shine!

4-H Marine Camp Is Back!!

Jamestown 4-H Educational Center will be hosting the 4-H Marine Camp, August 13 - 15, for youth ages 11 - 14. This is a kick-off effort to revitalize the former senior 4-H Marine Camp (1984 - 1995). Aquatic Resources (marine and freshwater) Leader Training,

May 20, 9:00 AM - 5:00 PM, Airfield 4-H Center. As part of the annual 4-H Center Staff Training, this session will be open to interested 4-H Agents, Volunteer Leaders and teachers. This will be a hands-on session with a variety of activities from Projects WET, WILD, Aquatic WILD, Wonders of Wetlands and other curricula correlated to the Virginia Standards of Learning. NASA Science & Technology Scholarship Program

Texas Space Grant needs your assistance in identifying High School seniors who desire to study Science, Technology, Engineering or Mathematics!!! NASA is expected to release a new scholarship program later this summer for undergraduate students, including incoming freshman, who are pursuing a career in a Science, Technology, Engineering, or Mathematics discipline. Initial applications for this program may be taken during the summer of 2004.

TSGC is participating in an effort to build a database of students who are interested in receiving additional information about this scholarship opportunity once it is announced. We would like to have 100s or, even better, 1000s of High School Seniors (Class of 04) in the database. A Gift of Appreciated Stock

One method of making a charitable gift is a gift of appreciated shares of stock. In lieu of selling stock to fund a gift or writing a check from one's cash reserves, a donor can give appreciated shares of stock to the 4-H Foundation, save taxes and further the work of 4-H youth. This method of charitable giving can reduce personal taxes in two ways; first, the full market value of the stock at the time that it is donated is fully tax deductible. Second, neither the donor nor Virginia 4-H incurs any capital gains tax liability on the difference between the donor's cost of the stock and the market value at the time of the gift. Being recognized as a 401(c)(3) charitable organization by the IRS, Virginia 4-H can sell the stock, incur no taxes, and then use the contribution to help 4-H youth receive much needed funds.
