Dear co-workers:
As State 4-H Program Leader, this letter will provide a State of the Union format concerning the Virginia 4-H program. As the largest youth development program in the Commonwealth, the 4-H program continues to grow and new unit staff are being employed and trained to lead county and city 4-H programs. Indeed, 4-H is a community of young people across America who are learning leadership, citizenship, and life skills.
As reported previously, our 4-H enrollment increased from the previous year by over 4%, advancing from 191,645 to 199,386 members. Additionally, the number of volunteers increased from 15,632 to 17,398 during this same time period. The Virginia 4-H camping program involved 24,050 participants in both residential and day camping events.
Of these, 10,799 were involved in the summer week-long camping events at our six 4-H educational centers. In order to provide proper supervision and effective camp counseling for these campers, a total of 1,681 adult and teen volunteers were provided with over 30 hours of pre-camp training and contributed 221,892 hours of volunteer time to prepare and conduct 4-H camping programs throughout the state. This equates to 27,737 days of volunteer time to 4-H camping for the summer season. This is a conservative figure in that many of these volunteers were also involved in volunteering for post-camp evaluation sessions not included in the figures.
The most popular 4-H projects taken by members this year were Leadership and Personal Development (including 4-H/ CHARACTER COUNTS!), Animal Sciences, Environmental and Natural Resources, Communication and Expressive Arts, Health, Foods, and Nutrition, and Plants, Soils & Entomology. All together, a total of 291,099 projects were selected by the members for an average of almost 1 1/2 projects per member.
County and city 4-H leadership positions are being filled by new hires, thanks to the support of the key stakeholders of both the Virginia General Assembly and local governments. As of this writing, a total of 23 vacant 4-H leadership positions have been hired during the last nine months. Additional vacant positions will be filled soon.

VIRGINIA 4-H CONGRESS
PLAN NOW TO ATTEND ---Virginia 4-H Congress will be held at Virginia Tech from Monday, June 20 till Thursday, June 23. Competition Day is June 21
The cost for full-time participants will be the same as last year - $135. We anticipate that on-line Congress registration will occur in the month of April.

Virginia Income Tax Check-Off Option to Assist 4-H Educational Centers
For the 3rd year, the Virginia income tax forms will include a check-off box that will allow individuals to designate all-or a portion of-their tax return to Virginia's six 4-H educational centers. These funds will greatly assist the 4-H program by helping the 4-H Centers to keep program and service costs reasonable for 4-H youth and adults working with those youth. Please consider this opportunity to support the 4-H Centers by checking the box marked "4-H educational Centers" and indicating the amount that you wish to donate. Family Camp Offered
Family camp, an annual event at Holiday Lake 4-H Educational Center in Appomattox, Virginia, will be held June 6 - 10, 2005. Family camp offers the chance for family members to bond with each other while at the same time experiencing their own level of independence in a safe environment. Participants (youth and adults) take three classes a day, one of which is specifically designated as a family activity. Classes offered include swimming, theatre arts, nature, canoeing, forestry, archery, and more. A set of classes geared just for parents is also planned this year. Afternoons and evenings are filled with special activities such as hikes, canoe trips, and campfires.
Family camp offers a variety of activities for all ages. Lodging is separated by family, with one family in each rustic cabin or bunkhouse room. Space is limited to 25 families. Family Camp has traditionally been popular among home schooling families due to its structure and the dates of the event. If you have home school contacts in your unit please share this information with them and/or place a press release in your local paper. Please contact me if you have any questions on this camp. The Curriculum Fair support by the curriculum committees at Inservice was reported to be a wonderful success. There were several inquiries about the committees. Anyone interested in joining a committee, to begin on October 10, 2005 at the Annual Curriculum Event, please send a note to bcline@vt.edu or the specific Committee Chairs. . There is a process of nomination by the committee and a formal letter of membership sent from the State 4-H Office. Dr. Meadows has requested that all 4-H Agents be involved with a curriculum committee. Curriculum Chairs.

Public-Speaking Scoresheet and Criteria Rubric
A revised public speaking scoresheet and a criteria rubric for judges will be piloted this year at State 4-H Congress. You will notice that the revision does not change the dimensions of public speaking that have been used as criteria in the past. It should not present a problem for youth who have already competed at district levels using a different format for scoring. The newly drafted Public Speaking Scoresheet provides a clear format. The Public Speaking Judges Criteria Rubric provides comparative, in-depth description of criteria that judges use as a standard for scoring each level of the Danish System (Blue/Red/White).
The scoresheet and the rubric were developed as a request from the State 4-H Leadership Council. They were drafted by a public speaking task force that met several times across the past year. The Educational Design Team approved both items, contingent on a few minor changes that are reflected in the draft online. Judges will be given an opportunity to respond to the effectiveness of the worksheet during 4-H State Congress Competitions

District Training Sessions for 4-H Judging
Poultry judging training sessions will be scheduled during February to early April around the state in order to prepare 4-H members planning on attending poultry judging contests this year. It is required that you attend a qualifying event such as this one to participate in 4-H poultry judging, unless you are a past participant, but past participants are also encouraged to participate for practice. Avian Bowl Contest
APRIL 30, 2005 MADISON COUNTY
Although the Avian Bowl Manual states that a team can consists of 2 members, VA requires three with a maximum of four. Age requirements are based on the national standard of January 1; therefore, a youth must be 14 as of January 1 to qualify as a senior member. Only senior 4-Hers can compete at the state and national levels.

Virginia Poultry Federation Youth Convention
The VPF Youth Convention (State 4-H/FFA judging contest) will be held in Harrisonburg, VA at the Rockingham County Fairgrounds on Thursday April 28, 2005. 2005 Block & Bridle Club Livestock Contests
The information packet about the 2005 Block & Bridle Club Livestock contests is complete. It has been posted to the 4H Livestock website, the site address is http://www.ext.vt.edu/resources/4h/livestock/index.html
Three contests occur on the same weekend. On Friday March 18 the Stockmen's contest will be held in the afternoon. That evening will be the Meats contest, which is the official State Contest for both 4H and FFA. Saturday, March 19 includes the livestock judging contest, and awards for all 3 contests will be presented late that afternoon.
All necessary information can be found on the website. In addition, hard copies of this material were sent to each Extension office. Note that entries must be postmarked by March 4. We look forward to having your students participate in these events next month. Please contact the students supervising the event if you have questions concerning the entry process.

2005 Youth Conservationist Program (Sheep)
The YCP not only promotes the heritage breeds of sheep but also encourages the young people to be Ambassadors and to grow and experience opportunities such as public speaking. Youth applicants need to be between 12 and 18 years old, if selected, be present to receive the ewe at the Maryland Sheep &Wool Festival (MS&WF) on Sunday May 8, 2005, agree to exhibit the ewe at least twice in 2005 at: 1) a county fair or local sheep show: and 2) The state fair in the state where the recipient lives. Agree to breed the ewe to a registered ram in the fall of 2005, agree to either use the ewes fleece to personally make a woolen item or sell the fleece to a spinner, felter or weaver. Submit a one to two-page report, with pictures, to the donor breeder by April 30 2006. More information and rules/regulations.

Unique Exchange Program
My name is Patt Prober and I am a 4-H leader in NY. Our club is named the Cracker Jax Gang. I am starting a 4-H friends Project. We will send Flat Frankie/Francis the 4-Her to any club who wishes to participate.
We would like the club to show our paper person around their area and take him/her to their club meetings, outings, county fairs, homes, trips, etc. Take pictures of our friend doing these various activities and send the info and pictures back to us. We hope to meet the kids in the various clubs and find out what other 4-Hers are doing in other states. We will compile all the info received about participating clubs into a scrap book to be shown as our club display at our county fair this summer.

Environmental Education Instructor Training
The Airfield and Jamestown 4-H Centers are jointly conducting an Environmental Education Instructor Training March 21-22, 2005. (More Information).
The EE training is FREE to participants and participants will be certified by Barry Fox to become Project WET and Project WILD instructors as well as receive training in water quality testing, watershed management issues, and aquatic insect identification.
Our hope is that we may train instructors that will be interested in assisting the 4-H Centers in teaching classes during our Environmental Education programs and field trips, but the classes are open to anyone- volunteers or Agents.
Please promote this opportunity to volunteers in your community, especially those that you think might be interested in assisting with youth field trips this spring and fall (retired teachers, master gardeners, stay-at-home parents, other retirees, etc).

What Do You Know About Water Quality?
is a "jeopardy-style" Power Point Educational program that helps participants understand the important processes, measures and issues dealing with water quality. Designed for grades 6 - 12, it contains introductions the water quality processes and indicators and Virginia's watersheds. There are six game platforms, an interactive glossary and a pictorial tour of some of Virginia's waterways. 4-H Marine Camp
Jamestown 4-H Center, August 19 - 21 for youth ages 11 - 14 and their families. Activities will include a visit to the Nauticus Maritime museum, field study activities at Back Bay National Wildlife Refuge, hands-on marine/aquatic science activities and of course recreation and swim time. Probeware Training
The revised Virginia Standards of Learning include electronic probeware as a required item for several sciences. I currently have six sets of Pasco Probeware (data loggers, temperature and conductivity probes) and data managing software that can be used in a classroom setting. I am willing to train teachers and Agents in their use. The training emphasizes:
- Collecting data with hand held data loggers.
- Exporting data into a laptop or PC.
- Interpretation of data.
- Graphing and analyzing data with appropriate software.
- General introduction to water quality indicators.
I recommend not using the membrane and ionized probes due to their sensitivity and need for frequent calibration. Contact Barry Fox (bfox@vsu.edu. 804-524-5848) for more information. Mountain Hike to Hensley Settlement
Southwest 4-H Center is planning an overnight backpack trip to the Hensley Settlement in Lee County, September 16 - 18. Spend Friday night at the Center getting acquainted and prepping for the trip. We'll leave Saturday morning by van and car pool for Cumberland Gap National Historic Park and hike to the top of Brush Mountain and the Hensley Settlement (check it out on the WEB). We'll spend the night then hike down and travel back to Abingdon on Sunday. If necessary, individuals will be welcomed to spend Sunday evening at the Center resting before heading home on Monday. Water Wizard Up-Date:
The WWV has been completely overhauled (mechanically that is) and is good to go on the road. I will be conducting a complete component inventory in March to make sure all components are up-to-speed. When using the Van, please be sure to file an Activity and Travel Report and the Inventory Check List (see attached). The Van has held up markedly well for these past six years with more than 34,000 educational contacts. Thanks to all users for taking such pride in this program. 4-H Wildlife Habitat Evaluation Program (WHEP) State Contest
The contest will be held Saturday, April 2, 2005 in Charlottesville, VA beginning at10:00 am and ending by 5:00 pm. The contest is open to 4-H members 9-19 years old and is is designed to be a competition of teams of 3 or 4 members each; (however, individuals may still attend and compete in the individual parts of the contest which include wildlife foods ID, aerial photos interpretation and oral reasons, and on site wildlife management practices recommendations (WMP's)). Registration fee is $5.00 per competitor and $5.00 per coach or adult (to cover the cost of lunch). Anyone interested in sending a team should send an email to jamercer@vt.edu. Registration forms and other contest details will be sent directly to the list of those pre-register via email. Any agent or volunteer who would like to attend the contest to learn more about the program is welcome to attend; however, you will need to pre-register via email and then confirm your attendance by completing the registration form and submitting $5.00 for lunch. Holiday Lake Forestry Camp
June 20-25, 2005

$100 scholarships provided to successful candidates
Holiday Lake Forestry Camp is the premiere conservation education program for youth in Virginia. Extension Agents, 4-H volunteers, teachers, scout leaders and resource professionals are encouraged to nominate any number of students with an interest in the out-of-doors. Young people will spend a week of intensive training in natural resources management, taught by career foresters and natural resources professionals. The Virginia Department of Forestry sponsors Holiday Lake Forestry Camp, in cooperation with 4-H. An announcement and nomination form is attached to this newsletter. Applications are due April 22. Two camps are again planned for this summer. The first camp (for youth ages 9 to 12) will be held at the Northern Virginia 4-H Center in June. The second camp (for youth ages 12 - 16) will be held at Holiday Lake 4-H Center in August. Registration information will be available at a later date.

The date for the 2005 State 4-H Shoot has been set for the weekend of September 17th & 18th at Holiday Lake 4-H

Virginia Council of Farmer Cooperatives Leadership Conference
Virginia Council of Farmer Cooperatives Leadership Conference at Graves Mountain Lodge will take place on April 1-3, 2005. This conference is designed for youth between the ages of 16-19. Cooperatives from across the state provide scholarships for the youth to attend. This is a great opportunity for our Senior 4-H members to attend another leadership conference focused on cooperative businesses. The registration deadline is March 15, 2005.
I have participated for the last two years and attended the national event as one of the adults and found the weekend terrific for the kids. The weekend program was educational and yet blended fun and the beauty of the mountains at Graves Mountain. Health and Nutrition from the Garden
Educational efforts are needed to address the overwhelming body of evidence that suggests childhood obesity is the next epidemic in the United States, leading to skyrocketing health care costs, preventable health problems, and unnecessary deaths. JMG Health and Nutrition from the Garden is one curriculum that might be used to address educational needs to aid in prevention of childhood obesity. Research suggests that making fruits and vegetables more available may enhance preferences, and thus consumption (Domel, et al 1993). There is no better convenience of availability for fruits and vegetables than directly from the garden. Results from the 1995 California Children's 5-A-Day Power Play evaluation study found that participants who responded positively to the question, "have you ever worked in a garden to grow fruits & vegetables?" reported consuming more servings of fruits & vegetables than those who had not gardened, 4.8 versus 3.9 for teens and 3.6 versus 2.8 for children (Sugerman et al, 2003; McCullum, 2004). Another benefit of using gardening to increase availability of fruits and vegetables is that they provide a relatively inexpensive source of fruits and vegetables (Twiss et al, 2003).

America in Bloom Competition
Revitalizing communities of all sizes from coast to coast -- America In Bloom (AIB) is organizing its fourth national beautification competition. AIB is a campaign and contest that promotes enhancing communities through beautification. How can your 4-H club or JMG group get involved? The first step would be to have a local community sign up for the 2005 contest. JMG'ers could do projects that support the efforts of the local community in the contest and play a role in greeting the AIB judges who visit their community and appraise their efforts. Perhaps a representative would also attend the national awards symposium as part of the delegation to represent the city.
Each year, the Junior Master Gardeners could plant AIB in more communities and show the grownup Master Gardeners how it's done! That would be cool. But the first step is going to city hall and getting the communities in the contest. The AIB website has the 10 steps for getting involved --- www.americainbloom.org.

4-H Project Explore: Discovering The Earth's Secrets
The Airfield 4-H Center in Wakefield, Virginia, will be hosting an earth science adventure weekend on March 25-26, 2005, for youth ages 9 to 13. Included are activities as model rocket constructing and launching, an astronomy seminar and stargazing with telescopes, and workshops on zoology, botany, chemistry, and paleontology and guest facilitators presenting earth science topics.
This event will be a rewarding, hands-on experience for youth interested in science activities. Participants may register at a cost of $70.00 which includes all activities planned for both Friday and Saturday, March 25-26, 2005. Please take note: THIS IS YOUR LAST CHANCE TO OFFER THIS TRAINING IN YOUR UNIT FOR THE FORESEEABLE FUTURE!
I am available to offer the training most of the month of March, 2005 and again from late August through November, 2005. The training takes approximately 2.5 hours. Most school systems will give teachers continuing education credits, if you, as Agent apply for them. I have some money in the 4-H foundation to offset the cost of kits. Therefore, I can offer them to you for $100/each. However, to offer them that inexpensively, I must place a group order so that I order in large volume.
If you think this training will support your local program, and you want to conduct it, here is what you need do:
- Work with your school system to arrange a date for training between August 22 and November 18, 2005. You may also want to invite someone representing the home-school community.
- Confirm the date with Billie Cline, State 4-H office, who will be maintaining my calendar.
- Order kits for the training ($100/each) BY AUGUST 1, 2005. Kit order is also through Billie Cline. Possible sources for dollars for kits include school systems, school PTA's, local electric utilities/electric cooperatives or electrical contractors.
Finally, if you can act quickly, I still have a few training dates available this March. There are four electric kits remaining unclaimed from previous programs. I have offered to give two kits to each unit that organizes a training-first come first served!

Life After High School: Young People Talk about Their Hopes and Prospects

Public Agenda's latest study, "Life after High School," surveys young adults to examine the decisions they make about work and college. We found the vast majority of young adults strongly believe in higher education. But the survey raises questions about the trade-offs many minority students have to make on their college choices. The study also portrays the hit-or-miss career path for those without a degree.
The survey shows that young adults of all races have absorbed the message about getting ahead through higher education. Most report that their parents inspired the goal of going to college and most had a teacher in high school who took a strong personal interest in them and encouraged them to go on to college. But young people across all demographic groups reported that that counseling resources were stretched thin, with 53 percent saying there were not enough counselors in their high school.
Money plays a big role in decisions about where (or whether) to go to college. Nearly half of young people who don't continue their education after high school cite lack of money, the wish to earn money or having other responsibilities as reasons why they don't go. While money is not a factor in college selection for most young white Americans (60 percent), it is for most young African Americans and Hispanics. Six in 10 of both groups say that they would have attended a different college if money was not an issue. About half (51 percent) of young Asian Americans say this as well.
The survey raises troubling concerns about the prospects for young workers without college degrees. Compared to those who have a degree, these less-educated workers fell into their jobs more by chance than by choice and far fewer think of their job as a career. Young people with no degree are substantially less likely than those who have a degree to say their parents urged them to go to college.

2005 ESRI GIS Grant Program for U.S. 4-H
The 2005 ESRI GIS Grant Program for U.S. 4-H is one aspect of a multi-faceted ESRI 4-H initiative being developed by ESRI in cooperation with National 4-H Headquarters, CSREES/USDA that will help its members expand their current technology programs. The goal of this program is to foster and support the integration of geographic information system (GIS) applications in U.S. 4-H clubs. Seventy five (75) grants for software, introductory training, and other materials will be awarded to U.S. 4-H clubs completing successful application and acceptance by the March 31, 2005 submission deadline.
